packets: use diag_t pbs_out*raw*() in ikev2 code
Move old out_*raw*() code to ikev1_message.[hc].
Merge several 2-line log messages into one.
(The interesting thing here (if we ignore the immediate goal of
elimination more global logging) is that it is becoming clear that
many of the emit_*() functions return only two results - either STF_OK
or STF_INTERNAL_ERROR depending on diag_t - so they, too, might as
well return diag_t.)
