testing: in swan-prep, reject conflicting config files in the test directory
For instance:
- east.strongswan.conf vs strongswan.conf
- east.conf vs ipsec.conf
- east.conf vs east.ipsec.conf
however, don't reject:
- east.strongswan.conf vs east.conf
(latter is assumed to be ipsec.conf)
