_updown: fix options to _updown script to be correctly passed
Fixes regression caused by ad9d44e0098b4faba7a519977ff0816052250566 which
prevented
several options to _updown script to be correctly passed to
_updown.PLUTO_STACK.
For example this didn't work after this change:
leftupdown="ipsec _updown --route yes"
