    pluto: for whack.pluto_shutdown - shutdown the event-loop and then exit 
pluto
    
    This means there are three ways for pluto to exit:
    
    - abort(): for instance from a passert()
    
    - exit_pluto(ERROR): clean up and then exit pluto mid-event
    
      Since this is mid-event, data structures can be in a state of flux
      leading to memory leaks and/or or code aborts.  It would be nice
      if this function went away.
    
    - shutdown_pluto(OK): "idle" and then exit the event-loop, and then
      clean up and exit pluto
    
      Technical nit: "idle" is currently a no-OP.
