ikev1: in main_inR1_outI2() use submit_ke_and_nonce()
Merge main_inR1_outI2_continue() and main_inR1_outI2_tail().
Eliminate call to complete_v1_state_transition().
Simplify ikev1_ship_{KE,nonce}() calls.

crypt: add submit_ke_and_nonce()
Merge the ke+nonce and nonce helpers - compute ke when a DH group
is provided.
