pluto: phase out pick_initiator() in ipsec_doi.c
It used to be more complicated since connections could be IKEv1 or
IKEv2. But now connections are either one or the other.
By removing pick_initiator(), we can have different arguments
for the initiate function.

pluto: Do not load IKEv1 connections when IKE support has not been compiled
in.
This avoids silently failing on initiating the connection.
