ip: add experimental numeric_to_selector()
Playground for testing differnet selector syntaxes (current single
protoport+subnet won't scale). Based on ttosubnet() but never allows
non-zero host-identifier.
ip: simplify numeric_to_selector() - always reject non-zero host-id
