testing: ikeport-06-host-to-host is now working properly.
Also added a rekey to ensure IKE messages still flow properly

pluto: Remove old code that assumes IKE ports are always on 500/4500
The error observed was: cannot install route: peer is within its client
The IKE holes we poke should ensure this is not a problem.
This fixes ikev2-ikeport-06-host-to-host
