testing: delete testing/baseconfigs/all/etc/nsd/nsd.conf
It's identical to both of:
nsd/conf.d/nsd-libreswan.conf
nsd/server.d/nsd-server-libreswan.conf
and both are included by the default nsd.conf (which would
suggest more cleanup is possible).
