logging: pass background+logger into IKEv2 initiator code
So that it can log:
$ ipsec whack --ddns
002 updating pending dns lookups
1v2 "named" #1: initiating IKEv2 connection
before detaching from whack.
Follow-up: logging: drop code hacking whack_log_fd into a state's logger
(turns out one case still relied on it).
