kernel: in teardown_half_ipsec_sa() always remove initiator's incoming SPI
Use incomming&&incomming_spi!=0 to detect when this is needed.
Note: this sometimes triggers an error because the kernel
expired the SPI. This is arguably better than leaving the SPIs
around.
Expect some tests to loose allocated SPIs and others to gain
a process not found error.
