testing: ikev2-labeled-ipsec-01-childless update
send packet with proper netutils_t context
This causes the proper two ipsec tunnels that are half used
scenario just like ikev2-labeled-ipsec-01 and confirms that
using auto=start and auto=ondemand will work identically
by auto=start starting a childless SA
