ip: update ip_said
- like other ip_* types, implement using primatives such as
raw ip_bytes
- ttosa(const char *) -> ttosaid(shunk_t)
- hopefully make jam_said() more robust
- add said_protocol()
- add said_is_unset()
also:
- protocol_by_prefix() -> protocol_by_caseeat_prefix()
- fix some blank protocol names and descriptions
