events: don't log "deleting incomplete state after 200 seconds" when delay
was 0!
Change the log line to use the scheduled delay and not
some hardwired assumption; except when the delay is zero
log nothing (presumably its an event-loop hop so that
the delete happens on a clean stack).
Also cleanup debug log lines.
