ikev2: simplify CREATE_CHILD_SA code checking for a viable parent
Drop code scheduling a replace of the larval child, only to then
delete it. Presumably other code was picking up the task (for
instance, the rekey timeout).
Drop code from IKE SA rekey path (always skipped).
