testing: update ikev2-labeled-ipsec-01
- use ipsecspd-full-perm semodule (from Kavinda Wewegama)
- establish SA that captures everything; not just TCP
- use ping-once.sh --runcon ...ping_t... --{forget,up} to trigger SA
- expect only one SA and with the ping_t context
