testing: improve ikev[12]-hostpair-02, see github bug #521
These tests sometimes fail because the ping response is sent
using the wrong state. See bug #521.
However, for the moment leave tests as "good".
For IKEv1, add east-established.sh, and suppress-retransmits
(instead of delete-on-retransmit, oops), and expect ESN all round.
