ikev2: do not recursively call refine_host_connection_on_responder()
Move/split the match_end_cert_id() check that was happening before
refine_host_connection*() to after.
- check the refined connection (or IKE's, if there wasn't one)
- if necessary instantiate the refined connection
- finally, if necessary, update that.id
suspect the update is somewhat redundant
