pluto crypt_dh_v1.c: simplify calc_skeyids_iv
Coverity Scan pointed out that local "hasher" was always dereferenced
so it must never have been NULL. So conditional initialization is
redundant.
So use of hasher can be replaced by its (now simple) definition.
Add a const to the st parameter.
