ikev2: accept, but don't send, PKCS#1 1.5 Digital Signature authentication
But only when POLICY_RSASIG_v1_5.
This improves, but does not fix Android interop.
The response, which uses the more acceptable RSASSA_PSS signature,
causes Android to barf.
