Just do what the RFC says (even though it is arguably flawed)
it checks incoming traffic, not round trip

ikev2-liveness-01-east-active-clear - east sends liveness, east clears
ikev2-liveness-02-east-active-restart - probably obsolete
ikev2-liveness-03-both-active-clear - both ends send liveness, east clears
ikev2-liveness-04-west-aggr-clear - west sends lots of liveness, east clears
