stronger RSA
given:
rightauth=rsa
expect the response RSA+SHA2, not RSA+SHA1
It seems that:
ikev2: include POLICY_RSASIG_v1_5 in send CERTIFICATE_HASH_ALGORITHMS
decision
exposed a bug where leftauth=secret+rightauth=rsasig sets RSASIG_v1_5 but
not RSASIG.
