ikev1: in decode_life_duration() switch on (a->isaat_af_type &
ISAKMP_ATTR_AF_MASK)
Replace pexpect(a->isaat_af_type & ISAKMP_ATTR_AF_TLV) which
(because there's only one bit), always evaluated to false.
