ikev2: in find-host-pair match against remote's authby
Given two connections that are identical except that one is configured
to use <remote>auth=RSA and the other is configured to use
<remote>auth=ECDSA when proving their identity, then select the ECDSA
connection because ECDSA is prefered over RSA.
