pfkeyv2: hack things to the point that they build on OpenBSD
Any #ifdef __OpenBSD__ is a red flag.
- .raw_policy() is commented out; OpenBSD uses "flow"
- OpenBSD made some, er, interesting changes to struct sadb_address
