pfkeyv2: add support for FreeBSD's uint32_t .sadb_x_sa_replay_replay
Note: libreswan's replay-window= specifies packets; .sadb_sa_replay
specifies bytes (8 bits for packets per byte), and
.sadb_x_sa_replay_replay is back to specifying packets.
