connections: move/rename .sa_{ike,ipsec}_life_seconds ->
.sa_{ike,ipsec}_max_lifetime
- constant so store in connection .config
- its a deltatime_t, seconds is redundant
- its the max (or hardlimit) same as max_bytes et.al.
