ikev2: inline assign_v2_responders_child_client()
For IKE_AUTH responder path, only process one of CP xor TS.
Processing both gets confusing as TS will switch connections
stealing the address assigned by CP!?!
For CREATE_CHILD_SA(new) responder path, ignore but log CP payloads
(claim is that while technically allowed they haven't been seen
in the wild?!?)
