ip: add a host_nonzero parameter to tto{subnet,selector}_num()
When host_nonzero.is_set it contains the address from
subnet/selector with a nonzero host identifier.
Caller then gets to decide if it is an error and how to log it.

whack: .client -> .subnet
i.e., match config name with whack message field.
Also add --subnet as an alternative to --client.
