connections: a permenant connection with failed DNS is still CK_PERMENANT
Was assuming host_addr unset always implied a CK_TEMPLATE; oops.
In dns, drop workaround forcing the connection kind back to
CK_PERMENANT
In instantiate() unconditionally bail when the connection has
no peer address; but add +UP when dns is the reason.

connections .scratch_selector -> .selectors.acquire_or_host
It's used to hold:
- the acquire's traffic selector
- the subnet when it is derived from the host
