kvm: add <<kvm restart>>
Restart libvirtd.
A sad hack to get around how libvirt's performance decays to the
point where it is causing tests to fail.
For instance:
./kvm restart test-clean install check restart recheck
is more likely to get all tests to pass (yes making tests
more robust would also help).
