kernel: move delete state's uninstall IPsec SA logic to kernel.c
... as uninstall_ipsec_sa()
Add notes about how often this function gets called. For
instance when a delete happens simultaneous to Child rekey
it is called:
- for the IKE SA
- for the replaced SA
- for the new SA
in an ill defined order.
