connections: overhaul initiate_ondemand()
- drop call to find_outgoing_opportunistic_template()
per, pexpect(), returns same connection as find_connection_for_packet()
- move labeled ipsec code to a single block
- drop orient() call, connection is already oriented
- upgrade pexpect()s to passert()s
