state: update "deleting state ..." log message
Update the message:
- "deleting state ..." -> "deleting IKE|IPsec|ISAKMP|Child SA ..."
- shorten (STATE_...)
- drop the IMPAIR prefix logic (instead log when not sending delete)
Update the code:
- move to function llog_state_delete_n_send()
- add .on_delete.skip_log_message so it can be suppressed
- call llog_state_delete_n_send() from record_n_send_v2_delete()
