kernel: add bare_cat_owner(), use when deleting CATs
Ditto for bare_spd_owner().
When deleting a CAT/SPD check to see if some other SPD exists that
should instead be restored. Note that callers trying to perform
the same check (but seemingly fail) have been made redundant.
