whack: merge ynu_options and yn_options, use with narrowing=
The values are YN_YES=1 YN_NO=2 so that the default value 0
can be used by pluto to detect default/unset.

xfrmi: don't compare xfrmi_if_id with yn_yes
It's assigned 1 when "yes", not yn_yes.
