ikev2: add STF_OK_INITIATOR_DELETE_IKE
for case where initiator should delete IKE SA (without sending
a delete request) after current transition completes
(eliminate another STF_SKIP_COMPLETE_STATE_TRANSITION code path)
also update other hacks to STF_OK_RESPONDER_DELETE_IKE and
STF_OK_INITIATOR_SEND_DELETE_IKE
