ikev1: in delete_states_by_connection() delete all siblings
i.e., leave no zombies (children that can't be deleted because
the ISAKMP SA is gone).
Code, such as "ipsec down", should not (and does not) call this
function when the ISAKMP SA is shared (i.e., used by multiple
connections).
