ipsec down: for IKEv1, use maybe-send/delete + connection_delete_child()
It turns out that this fixes #1086 where:
ipsec up foo-a
ipsec up foo-b
ipsec down foo-a
would leave foo-a in routed-ondemand and not unrouted

testing: expect up->down of IKEv1 child to unroute
that is:
ipsec up foo-a
ipsec up foo-b
ipsec down foo-a
foo-a should be back to unrouted
