state: in delete_state(), do not fiddle with kernel policy

state: delete delete_states_by_connection() et.al.
no longer used. Unlike the replacements, such as
terminate_all_connection_states(), this deleted
the IKEv2 IKE SA before children leaving dangling pointers.
