testing: robustify ikev2-xfrmi-16-rekey
- stop tcpdump ipsec1 synchronously
re-adding the connection was deleting ipsec1 leading to
an asynchronous message about ipsec1
- give tcpdump time to gather packets before stopping it
was sometimes missing parts of the final child exchange
- drop sleeps waiting for replaced child to be deleted
happens synchronously; problem was tcpdump capture being slow
fix #1505
