kernel: delete the Quick Mode initiator's larval kernel state
mimic like IKEv2, fix:
basic-pluto-01 has a lingering state #1548
this is a really old bug that was only exposed by the removal
of code flushing all states, see:

testing: in post-mortem.sh un-merge kernel state/policy checks
give them separate results so which failed is clearer
