state: drop .st_{esp,ah,ipcomp}.present
Use .st_{esp,ah,ipcomp}.protocol == ip_protocol_{esp,ah,ipcomp}.
- .present is a misnomer, it should have been called .negotiated
- one less thing preventing a merge of .st_{esp,ah}
(having true .{inbound,outbound}.installed flags might be useful
as a connection's routing only applies to the current state)
