libipsecconf: move parser_loose_enum() to parser.y
as parser_kw_loose_sparse_name()
don't allow left=255
replace 255 with LOOSE_ENUM_OTHER
rename kt_loose_enum to kt_host
fix code using kw_list.keyword.string, should be kw_list.string

libipsecconf: for kt_sparse_name, don't accept unsigned
Between 4.x and 5.x many enums were re-numbered so config files
expecting key=10 to still work will be surely disappointed.
