libipsecconf: clean up dpd*=
- drop struct whack_msg .dpd_action
move obsolete warning to libipsecconf
- drop struct starter_conn .dpd_timeout and .dpd_delay
- rename struct whack_msg .dpd_{delay,timeout} -> .dpd{delay,timeout}
match config option and field
- add CD_OBSOLETE to whack.c; use for --dpdaction
- drop enum dpd_action and dpd_action_names
addconn now logs the error; it is still visible during startup
in pluto's logs as pluto now captures and logs addconn's output
