ipsec add: use ttosubnets_num() to parse subnets=...
Treat #subnets= and subnets= (i.e., unset, and empty) the same.
otoh, complain when subnets=,,, (i.e., nothing interesting)
but allow subnets=::/128,, (i.e., interesting but silly).
Fix #1696 memory leak and silent ignore.
