proposals: in struct proposal_protocol, change .ikev1_alg_id to .alg_id
This means defining separate IKEv{1,2}{IKE,ESP,AH} structures.
for both.
Replace ike_alg_enum_match() with ike_alg_enum_matched() and use
to look for when a name is known but not allowed.
