xfrm interface: refactor ip_addr_xfrmi_{add,del}() et.al.
- factor out ifaddrmsg_op()
- use struct ip_info
- use cidr_as_shunk()
- replace init_nl_ifa() with init_ifaddrmsg_req().

ip: add unspec_ip_info
just note that aftoinfo(AF_UNSPEC) returns NULL and not this struct
