xfrm interface: skip devices with an xfrm device ifindex of 0
for instance from:
ip link add dev ipsec1 type xfrm if_id 0x1
which should have been:
ip link add dev ipsec1 type xfrm dev eth1 if_id 0x1
fix #1769 xfrmi support found existing ipsec1@^E xfrm if_id 0x1 - note the
