testing: add ikev1-xauth-32-lost-mode-cfg
Road connects to east twice:
1. a stock standard CERT+XAUTH+MODECONFIG where east assigns a lease
2. a broken connection where road skips modeconfig and instead
sends the previously supplied lease in the Quick Mode ID
